Once you create a link to a nonexistant new web page, it will show up as an underlined question mark on the page where you created the link. Just click the link, then edit the new page. After that, the link will change from an underlined question mark to an underlined link. (You can practice at Test Page.)
When you're editing a page, there is a 'wiki help' button you can click, which gives handy syntax examples, like ~np~yourNonParsedTextHere~/np~ for non-parsed text.
Wikipedia is probably the most sophisticated Wiki implementation, so http://en.wikipedia.org/wiki/How_to_edit_a_page is probably a good place to start looking for more in-depth information.
